Many of the delays a Gulf wellness project can meet are not engineering. They are calendar collisions: a delivery that lands in the week before Eid, an outdoor installation scheduled for a July afternoon, a deposit signed in the week the site stops. The remedy is cheap and unglamorous: write the three calendars on one page before the layout is approved.
The dates that matter, and where they come from
On the Umm al-Qura calendar, Saudi Arabia's official civil calendar, 1 Ramadan 1448 falls on Monday 8 February 2027 and 1 Shawwal 1448, the day of Eid al-Fitr, on Tuesday 9 March 2027; the actual start depends on moon sighting and can differ by a day, and Eid al-Adha follows on 16 May 2027 by the same calendar (Umm al-Qura calendar, KACST).
| Country | Summer outdoor work: dates and hours |
|---|---|
| Saudi Arabia | 15 June to 15 September, 12:00 to 15:00 (Ministry of Human Resources and Social Development, 2026) |
| Qatar | 1 June to 15 September, 10:00 to 15:30 (Ministerial Decision No. 17 of 2021, as reported by Qatari media in 2026) |
| Kuwait | 1 June to 31 August, 11:00 to 16:00 (Public Authority for Manpower, Ministerial Resolution No. 3 of 2026, as reported by Kuwaiti media) |
| Bahrain | 15 June to 31 August, 12:00 to 16:00 (Ministerial Decision No. (5) of 2026) |
| Oman | 1 June to 31 August, 12:30 to 15:30, permits available under approved safety controls (Ministry of Labour) |
The table gives the 2026 rule as published by each country's labour authority, or as its national media reported the decision; confirm the current year's notice before you fix an outdoor installation date. The cooler months are when terraces are used and sites move fastest.
What Ramadan does to a site and to a desk
In Saudi private-sector work, Ramadan hours for Muslim employees are limited to six hours a day or 36 hours a week, instead of the usual eight and 48 (Saudi Labor Law, Article 98, Ministry of Human Resources and Social Development).
- Meetings move to the evening. Plan decisions, sign-offs and survey calls for the late afternoon and evening; a decision requested at ten in the morning may wait a day.
- Deliveries and crane bookings need slots. Building managers and compounds limit working hours; book the goods lift or the crane before the month starts.
- The weeks around Eid are thin. Staff travel, authorities close and couriers slow. Count them as float, never as working days.
- Nothing about the equipment changes. A cabin and a plunge are built and tested the same way; only the people and the hours move.
A worked schedule: ready for the start of Ramadan 2027
Suppose a villa or a club wants its suite finished and tested by 1 February 2027, a week before Ramadan is expected to begin. The sums below use the durations we state elsewhere: a layout in up to five working days, production in 6 to 10 weeks, installation in up to 7 days. Freight and clearance are the quote's business; for this example we assume four weeks in the best case and six in the slow one.
| Step | Best case (6 weeks production, 4 weeks freight) | Slow case (10 weeks production, 6 weeks freight) |
|---|---|---|
| Installation starts | 25 January 2027 | 25 January 2027 |
| Shipment must leave | 28 December 2026 | 14 December 2026 |
| Production must start (deposit signed) | 16 November 2026 | 5 October 2026 |
| Layout approved by | 9 November 2026 | 28 September 2026 |
As this note is written, on 11 October 2026, the best case is feasible if the plan is with us in the first days of November; the slow case needed a signature in October 2026, which has already passed. The honest conclusion is not a promise but a rule: for Ramadan 2027 only the fastest path works, and anything slower lands after Eid.
A second schedule: open for the 2027 season on 1 November
| Step | Date, assuming 10 weeks of production and 6 of freight |
|---|---|
| Suite tested and handed over | 1 November 2027 |
| Installation starts | 25 October 2027 |
| Shipment leaves | 13 September 2027 |
| Production starts and the deposit is signed | 5 July 2027 |
| Layout approved | 28 June 2027 |
For a suite meant to open the cool season, ordering in the middle of the year looks early and is not. It also keeps installation out of the summer outdoor-work windows listed above, which is why an outdoor project is best ordered in the spring.
The sector pages put the same sums in each buyer's terms: hotels and resorts work back from an opening date, developers and residences from a handover, and the country terms on work-ban windows are on the Saudi Arabia page.
Decisions that must not wait for the calendar
- Approve the layout. Everything downstream waits for it, and five working days of drawing starts only after the plan arrives.
- Fix the pool recess and the plant niche on the main contractor's programme, before floor finishes are laid.
- Confirm the supply. Voltage, phases and frequency are checked at survey, and a wrong assumption is the most expensive delay of all (see heaters and chillers on 60 Hz).
- Book the lift, the crane and the gate hours for delivery.
- Agree who signs the temperature test, and on which day.
Can installation happen during Ramadan?
Yes, with shorter site hours and the evening shifts the building allows. We avoid the final week and the Eid holiday for deliveries and treat them as float.
Does the summer outdoor-work rule stop an installation?
It applies to outdoor and rooftop work in the stated hours, and Qatari media report that shaded or enclosed areas without adequate ventilation can be covered as well, so ask the authority how it treats the room you are working in. Plan roofs and terraces for the cooler months.
When is the best time to order for the cool season?
Work back from the date you want the suite finished using the table above, adding a margin for freight and the weeks around Eid. For a suite in use from November, the order falls between spring and early summer.
